Prior to 37, Shingo wasn't doing great with a first obstacle fail, 3 consecutive double pendulum fails and 2 regressions in 35 and 36. The All stars were also in a poor position, this being the first time only 1 competed and the poor performances in 36. From watching 37 live, Shingo performance really excited me and kinda rekindled some faith in him and I was impressed by how far he got, his fellow competitors were as well. Would you count it as a redemption run though?
He only made it as roughly where he got in 33 and 34. Compare that to his proper redemption runs like 23, 29 and 40 where he cleared stage 1 (and 2 in 23's case) and made it very far into stage 2. That said in 37, beating the wing slider and the new fish bone kai (that took out the runner up from 36) was impressiveimo. It's kinda hard to say what his 37 run was.

I call it an on the way back run akin to Akiyama in 10 or Yuuji in 34 where they're not quite back, but beat a big hurdle that had been smiting them for a while. In Shingo's case after 30 to that point he had always failed before the halfway point and by getting to the Dragon Glider he finally made his mark.
They also showed him training for modern obstacles and that it had by that point been 10 years since his last Stage 3.

It kind of blends into the background for me personally. It was still part of an ongoing streak of Stage 1 fails, he did even better in 38, and possibly in 39 had it not been raining, then cleared in 40, so his run in 37 is somewhat middling in that regard. I'm biased though, because for me a Stage 1 fail is a Stage 1 fail, it's never really a redemption run from a prominent competitor, and competitiors themselves feel the same way. I don't consider Kanno's performance in 40 to be a redemption run either, despite him avenging his four straight DG fails, because he still failed to make it to the later stages, and his post fail reaction said it all. Extenuating circumstances aside, like a certain competitor's fail in 41 based on where he failed, who he is, and the fact he's well past his prime/likely never clearing Stage 1 again, a deep Stage 1 run is probably the best he'll do from now so I'm more inclined to consider that a redemption. But for competitors who can still viably clear but had a bad run, getting slightly farther but still failing Stage 1, no.
