So, I'm going to create a fictional Sasuke competitor. His name is Mitsuru Inui and is born on October 11, 1972. He is a fitness instructor and is a former rock climber.
Here are his Sasuke results:

Overall, how would this competitor be seen and how would he be compared to the All-Stars in real life?

He would probably be named an all star after 17 and would be seen as one of the top and most consistent competitors. Him making stage 3 in 30 would be incredible. I'd have him retire in 33 or 34 though to mark the 20th anniversary of the show as well as him not being overshadowed by Nagano's final run.
What happened to him in 16 though? Was it the cold? And 24, was his fail similar to Takeda's 23 fail?

And 24, was his fail similar to Takeda's 23 fail? The only thing I struggle to believe here is that said competitor wasn't selected for 28. I agree that he would be named an All-Star given that he'd be about the same age as the rest of them and have a similarly long/regular track record, possibly even before 17 as Takeda became one in Sasuke 9 despite not having as strong a career until then. Bunpei was only a late addition because he rose to prominence after the All-Stars were formed in Sasuke 9. So I would guess this competitor might have been deemed as one as early as Sasuke 9. Either way, this would mean that there's no possibility that said competitor could get snubbed from 28, as that would've been the official retirement of the All-Stars, and said competitor would've likely worn #95. Okuyama and Kong were only snubbed because the former started competing after the "All-Star era", Kong didn't compete regularly enough during that era to be named as one, and likely both were not invited to make more of a case for the All-Stars being "too old" as it wouldn't have looked good if Okuyama, who was 42 at the time, to outperform them/not be forcefully retired while Nagano, who was younger, and also made Stage 3 in the last tournament, was. But yeah, none of those reasons would've applied to this competitor. Agreed on him not retiring after 32 though, especially after making Stage 3 in 30, it's not enough of a decline to warrant retiring unless there was a significant change in his family life, career, injury etc. I also think that provided he doesn't suddenly get hit like a tank stamina-wise by age, he could do decently in at least 33-34 due to those tournaments' easier course. Especially 34 with little to no changes.

Might as well add some corrections, in Sasuke 28, he failed the Spin Bridge. In 32, he timed out on the Warped Wall and 33, he timed out on the Lumberjack Climb, due to his slow pace. He admitted that he lost interest at around 32. Also, in 24, he failed like Okuyama in 23
