Why was Koji Yamada's given #1 in his debut?

Genuinely though, why was Koji Yamada given such a low number in his debut? Even from the eye-test, the last number I'd put him would be the first competitor.

I also remember seeing him attempt the Monkey Bars Trial on a now deleted YouTube video, this is the same trial that gave us Kobayashi Shinji. We know now that Shinji debuted at a reasonable number at 74 as a direct correlation to his trial attempt as they consistently mention it in his SK11 run, and from what I remember, Koji actually did pretty well for himself when he did the Monkey Bars Trial too, yet he still debut's at #1, despite his trial performance. Is there a reason behind his low placement?

I would say that it could be a early sign of the show wanting to spread out the stronger competitors, just like how it was done in sasuke 27. I also say that there may have been no other place to put Koji as the higher numbers may have been saturated with other competitors
