How do they number people in Sasuke?
Do they base it of popularity, performance, or both?
I still wonder how some competitors get low numbers then get high numbers in the next competition then low again or vice versa.

Generally, there is no pattern with any one person from competition to competition. Generally, the high numbers are filled with people that: a) Have done well in the past and thus are projected to do well again in the future b) Very popular celebrities that can bring in an audience c) Olympians, or other popular athletes, again that can bring in an audience.
Also, low level comedians/off the wall competitors usually go earlier, mostly for good TV.
For any one tournament, that's generally how it goes.
There usually is no logic for individual competitors.

The only time where the system wasn't followed was in 18 (when they had that race and everyone picked their numbers to commemorate the arrival of Shin-SASUKE). Otherwise, scnoi's right.
