He failed the Soritatsu Kabe in SASUKE 7 and SASUKE 8, likely due to the inexperience.
He failed in SASUKE 29 due to the foot injury caused by the Long Jump
He struggled there in SASUKE 31 and SASUKE 32 due to the Tackle, which consumed a lot of his stamina.
But he even cleared it in SASUKE 30, so what was happened with him in SASUKE 28? Your idea.

Either due to aging, or lack of training. Remember Sasuke 28 was filmed over a year after Sasuke 27 and Nagano most likely thought the show was cancelled at that time. Another factor could due to watching the other All-Stars fail early on Stage One except for Yamada.

Reduced stamina due to ageing and lack of training. 28 was filmed over a year after 27 and Nagano though the show was cancelled. Another factor is the fact the material on the Wall was different due to the show redesign. Lack of motivation due to the forced retirement and finally theres the fact Nagano spends months at sea aboard a sea vessel. His legs are used to a different surface tension, meaning he would have to train alot harder on obstacles like the wall.

We know that towards the end of his career, Nagano struggled a lot with expectations. Especially as he neared his retirement (which he thought was happening in Sasuke 28), the pressure really began to mount up.
I don't necessarily buy that he was out of shape, especially after his comeback in Sasuke 27. I'd say it was a combination of "last run" pressure, seeing his fellow All-Stars fail, plus general ageing on top.

I have to say Nagano had his fair share of problems with warped wall even in his prime. For example, he needed a second attempt in Sasuke 16 and in both of his runs in Sasuke 23. And he barely cleared it in Sasuke 17.
