Assume Yuuji fails the chain see saw and Ryo times out in the Final.What would the renewed Sasuke 28 look like without a total victory?

I believe 28 would've look the same as it originally aired with only a few changes (maybe). It didn't matter how well 27 did with the ratings; Monster 9 was still going to file for bankruptcy because they were still losing a lot of money.

Yuuji would have still been champ only 3 tournaments ago, and they were experimenting heavily on Stages 1 and 3 from 25-27 already anyway. I'd guess it'd look very similar to 28, including the Rolling Escargot, Spin Bridge, Backstream, etc. Considering the UCH was defeated in the last tournament I'd say we'd even see the Crazy Cliff too.

Not sure how to answer this as many factors to consider.
Firstly, Monster9 was on the verge of bankruptcy (hence why 27 was severely nerfed so they could ‘end’ the Sasuke series on a Kanzenseiha). That means that even if a Kanzenseiha not occurred, given the change in production team for Sasuke 28, changes to the course would have been inevitable anyway. Especially given Inui’s apparent distaste for certain iconic obstacles like the Metal Spin and Balance Tank, and so on.
Whether these changes would have been as big as they were had a Kanzenseiha not occurred, its hard to say as a result. I certainly think there would have been less of a reason to make the course harder (as a Kanzenseiha always warrants a difficulty spike), but I personally thought Stages 1 and 2 were even easier than they were in the Monster9 era anyway? Yes there were only 5 clears but that’s because Inui only invited about 10 high-profile competitors; none of the strong Americans from the past two tournaments, no Okuyama or Kong despite their Final Stage appearances etc.
To answer the question more directly, I think they would’ve made the course slightly easier than it was, especially in Stage 3: the Ultimate Cliffhanger might’ve been kept as they only usually change the obstacle after a Kanzen. Added to this is the idea of progression; if no one made it to the final or did but failed in 27, they wouldn’t really have a reason to add harder obstacles as they want competitors to do better each time to keep the ratings high. They didn’t completely OP Sasuke 23’s course after Yuuji made the final in 22, for example, as they didn’t want to go back to the seemingly endless rounds of Stage 2/3 fails from 18-21. They wanted the audience to start getting excited instead of more predictable fails. Whereas with 28, they felt like they could do what they wanted as Yuuji’s Kanzen set a clean slate.
This is all totally hypothetical though. I have no idea in actuality.
