I think this really depends on the season. Obviously new obstacles cost more because they need to be designed and manufactured, but after their debut season they get re-used which saves on cost.
In terms of what is the most expensive season to season? probably the tower due to setup costs. Besides the tower, I'd be inclined to say something mechanical and large. I'd actually be inclined to agree with Christian here, as the TIE fighter has a traffic light signal, and the carriage itself isn't a free drop, it has a mechanical system that allows it to stop anywhere and haul back up. It would require significantly more systems testing than the system for UCCH or Planet Bridge

No motors involved (planet bridge, UCCH), shaping metal (Dragon Glider), no jets or heaters (Backstream), tons of mechanics (TIE fighter, Wall lifting), etc.

Wait, they don't take down the tower every single offseason do they? The whole set it broken down the following day. So yes the Tower is the most expensive bit. That lot is a studio lot and is rented out to anyone who has the money for it. That includes other television stations. That tower is dismantled every tournament. NBC does the same thing as well. That is not up in Vegas when they leave either.

Midoryama studios is like 100 million yen a year or something to rent out. Anyone know the exact cost? They do daily rentals for special events. You'd have to contact TBS directly for that though. I doubt that is public information since I'm sure they are negotiated by who is connected to whom (meaning different prices for networks vs. private citizens). For those curious of what it looks like when I pulled it up today.. the lot seems to be filled for an event.
