It's all about the money. Twitch provides VODs as a courtesy, there's nothing in this world that says they are required to offer them. And in doing so, for even 2 weeks, is more than enough for a service that makes it's money and entire business model revolves around "live stream" services, not VOD service. They could charge money for storage space and/or bandwidth used if they wanted to, but they don't.

The more annoying part is the audio flagging, which looks like happened to this vod (figured it would since Sasuke does license a bunch of music).

I completely forgot that they were acquired by Amazon. Storage space and bandwidth mean nothing to them now.
