I hate to belabor the point, but following the All-Stars' facebook posts after SASUKE 28 has led me to believe that Nagano, at least, doesn't consider himself retired.
Indeed, from his Facebook:
もう、長野もダメだな!!って思う人もいると思います! 言われて当然の結果なので言ってください!!(≧▽≦) その言葉をバネに、次のSASUKEでは良い結果を残せるように頑張るので、また応援も宜しくお願いします!!m(__)m
That roughly translates to: "There might be people who think Nagano is already done for! That's to be expected, but I'll use those words as inspiration, so as to do well at the next SASUKE tournament! Please cheer me on!"
This idea is supported by one of Takeda's posts:
引退した、山田、秋山、山本のこらからの未来を陰ながら応援し、機会があれば挑戦していきたいと思います!
"I will continue to cheer on Yamada, Akiyama and Yamamoto, who have retired, and would like to challenge [SASUKE] again when I have the chance!"
So just those three All-Stars are "officially" retired, perhaps. And Nagano wants to come back for the next tournament?

Shingo has also stated twice that he wants to return. In fact, when he said that the second time, he spoke as if it will happen, not as if he hopes it will happen. Shingo, Nagano, and Takeda have all stated that they want to compete again. If they return, Yamada will likely return as well. And Akiyama competes when he can, so he would probably return, if he was asked to.

I don't really care on Yamada and Akiyama retiring, but why is Yamamoto retiring? Doesn't he know that the show is gonna suck if nobody has a perfect attendance record? P.S. Now I get why Nagano and Takeda were not interviewed after their runs in Sasuke 28!

He tore down his entire set, and out of all the all-stars he seemed to have ended on the happiest note of them all. I don't think he'll really gain anything by staying. Kanzenseiha is out of the question, and even getting to stage 2 would take a really flawless run for him. He went out like a champ, and I gained a ton of respect for him personally.
