It can't be... he's sitting before Paul in the lineup. The only person that it looks like is Kouji... but why would he have such a low #? Edit: Hahaha schnoi same time post

Well Koji could have simply moved over since he getting ready to go soon. Also, while it isn't very logical right now, all signs do point to it being David, then Yuuji, then Nagano. Thus, meaning that Nagano had a higher number than Yuuji. In this pic, you may be able to decipher something: minus.com/mpWayuosb#21

Based on what I've seen, Third Stage appears to be this group in this order
Kouji Hashimoto James McGrath Ryo Matachi Ryan Stratis Terukazu Ishikawa Paul Kasemir Lee Enchi Yoshiyuki Okuyama David Campbell Yuuji Urushihara Makoto Nagano
Since the pictures are, "no longer available" that is going off memory, but based off of chair placement this seems to be the Stage 3 line-up with 11 people.
EDIT: Speculation: If Kouji is very well the first to attempt Stage 3, then my guess is that Kouji could have been given a lower number in hopes of seeing an early Stage 1 clear. M9 has done this many times in Kunoichi at least, so that's where I'm pulling the idea from.

The only thing I worry about with Sasuke 27 is the amount of 1st stage clears. With the time limit so lenient, we're looking at 20+ clears. I don't mind a lot of people clearing, but when it gets to be more than 20 I just cringe a little bit, that's just way to many even with the amount of top flight competitors we have. Even still, I can get over that, my biggest concern is that people are going to get completely cut and we may not even find out who everyone is that clears the 1st stage.

The worst TBS has ever done was Fast forward a clear. They have never cut a clear.. this isn't G4. I expect a parade of fast forward clears (like they did with the Sasuke Trials guys back in ANW1/NW23).

Didn't they cut people in Sasuke 1 though? Granted it was was 14 years ago, and they probably had a really strict time slot of two hours, but still, I think 23 cleared the 1st Stage in that tournament, and a lot of them we're never shown IIRC.

TBS HAS cut clears. While they always acknowledge all the people that cleared Stage 1 (usually as a list in the old days), they wouldn't always show where they failed in the Second Stage. Look at SASUKE 4, Second Stage: sasukepedia.wikia.com/wiki/SASUKE_4#Results_2All those unknowns were never shown.
