I read somewhere that the rolling blackouts could end by the summer, if thats the case maybe by the fall we could hear something. That is true. The initial blackouts were only going to be until first week of April but they are thinking as the weather gets hotter the consumption of energy tied to air conditioners is going to extend it. There might be a brief respite here and there (meaning a couple days here and there as it has been from the start of the blackouts) but that's not a solid enough window for things to be scheduled. All of these blackouts are decided no more than a day or two in advance so people with large productions (like car manufacturers, parts, etc., even stuff with refrigeration and food preparation) are all affected since it's not like they can just "stop" midway. even things like airlines and trains have to reschedule around the stoppages. That alone stops major production in the Tokyo area. Things have to calm down to the point where people can effectively schedule things knowing without a shadow of a doubt that they can use the energy without it just.. stopping in the middle of production. Right now for most people it's an annoyance.. but for business it's kicking their a$$ses.
