...really want there to be a victory that soon?
I think they purposely made 24 winnable, but I think that was the first Shin-Sauke tournament that they did that:
18- obviously they wanted it to be tough. Not many people cleared any stage and no one even reached the half way point of the third stage. However, the results were too good for what they wanted so they made it tougher in 19.
19- brutal. Terrible results. What they wanted for 18.
20- almost as brutal. They didn't want the results to be as bad so they made things just a bit easier.
21- a bit of a shocker. There was no way they expected the results to be that good.
22- they redesigned the first stage to prevent "21" from happening again. The second stage was left the same because only 3/9 cleared. The final was reached, however the Cliffhanger was a problem again. The results were getting better but slowly.
23- absolutely shocking. A completely unexpected 16 people cleared the first stage after the difficulty on it last time. The second stage was changed substantially after 4 cleared it last time but those efforts weren't enough to offset the huge improvement of the competitors. Even though the third stage was unchanged, the time limit of the final stage was reduced.
24- this is the tournament where M9/TBS had their backs up against the wall. They couldn't just go and redo everything so they simply let what happened happen. They made the obligatory minor changes and a victory happened.
To summarize all of this, I think 24 was the only tournament in which they wanted a victory. They did enough in each of the other tournaments to have me believe they didn't want a victory.
