This is a minor thing to point out, and perhaps at least should be obvious, but why have I never seen it mentioned in my entire time on this website that the Sasuke 25 lottery clearly had a separate provision of numbers for notable competitors other than #98-100? From #39/40 onward every ten numbers onward would include a coupling of notable competitors all the way up until #89/90. Also, for those that do not remember, Levi was originally given #39. This isn't even mentioned on the wiki. I assume this is because it was never outright stated on the broadcast, but there is no way this was an anomaly. Clearly this was to done to make sure there was a consistent presence of strong competitors throughout the entire First Stage.
Also, would you like to see a lottery done again on the show? I sure would.

Honestly I noticed this as well. It’s weird how the 4 finalists from the previous tournament (not including Yuuji obvs) were all given numbers as a multiple or 10. I worked out that assuming they were the first four out of the 97 competitors to draw a number (which I know is not the case but makes the calculation easier), that’s roughly a 1 in 30,000 chance, assuming that it was down to chance, but at that low a probability it clearly isn’t. I didn’t notice the numbers ending in 9 also being notable competitors but that does also make sense and back up our claims that there’s no way this could’ve been by chance.
I think that’s kind of a good way of doing it to be honest so that we see strong competitors consistently throughout the running order but not a complete mess like Sasuke 27, which was effectively a complete lottery from #1-95 and resulted in a load of runs and clears being digested and/or run out of order.
I definitely would like to see a lottery every now and then. Not every tournament because it would be weird to see someone reach the Final then get given #10 the tournament after for example, but it’s a nice break from having to sit through the usual first half hour of joke competitors before we get some excitement. It also increases the likelihood that the joke competitors get digested or cut as they’re mixed among more important competitors; which for me is a good thing.

They did mention it on Levi's page. This was due to him using his hand on Dome Steps, which is illegal. He claimed he didn't know the rule exist, hence he was given the second chance, but a switch with #48 Aoki *don't know why TBS pick him either, probably because he was not a top competitor*.
It was really just pure luck to had the numbers arranged like that.
