Here are all the Sasuke tournaments ranked from worst to best in my opinion.

I’ll rank mine from worst to best based on my previous ‘Sasuke tournament rating’ post with some minor modifications.

I can't think of any personally.
Results = underwhelming; even Okuyama's clear was expected because they swapped him and Hashimoto's runs in the edit. Also how 4 out of 6 competitors in Stage 3 were Americans, so we knew most of the good results before the main broadcast. Iketani clearing Stage 1 for the first time in 5 years was the only plus point.
Edit = abysmal; you can't entirely blame them for this because they had a shorter time slot than usual, but it doesn't exactly make the tournament any less bad. Cutting runs, running people out of order even in Stages 2 and 3, even lying about people's numbers (e.g. Brent). They did this in 27 too; both edits were an absolute mess.
Course = boring. Only the Rolling Escargot was really an interesting obstacle; the Step Slider and Giant Swing were underwhelming, Stage 2 was unchanged, and Stage 3 replaced the brilliant Floating Boards with that Cycle Road obstacle that looked pathetically easy by comparison. What annoyed me though is how 25's Stage 1 was a renewal and featured some old obstacles which was very refreshing, then 26 just reverts back to the Shin-SASUKE course.

For me, Sasuke 28 will be my least favorite tournament ever. Course-Just a rehash of Sasuke 13-17 Stage One and Stage Three. Stage Two dragged on for too long with 135 seconds, even though none of the three would have cleared if the time limit was cut down 30 seconds and Ryo's fail was boring to watch. Editing-Boring, Watching 80% of competitors fail the Rolling Escargot and Spin Bridge got tedious quickly. Results- The absolute worst, retiring the All-Stars, not inviting Kong and Okuyama. Inviting only two Americans who both failed early and cut from the broadcast along with the other foreigners, except for Lee En-Chi. Veterans such as Iketani, Lee, and Kinnikun failing Stage One, leaving only the Shin Sedai to carry on the tournament.

Yes that's true, hence why 28 was my second worst.
I've said this before and I'll say it again; the actual course wasn't that hard as it was mainly rehashed obstacles. The only reason we got 5 clears is because the vast majority of the strong competitors weren't invited. In Sasuke 27, we got 27 clears, yet Stage 1 wasn't really any easier as it still had the Rolling Escargot and Spin Bridge, and also had the Jumping Spider as well. Stage 2 I thought could've been interesting but the time limit made everyone just go really slow; I don't doubt that people could've cleared with a shorter time limit, but they only went slow because they knew they had the time to do so. Stage 3 I knew that everyone would fail the CCH anyway.
I definitely think this tournament summarises that Inui didn't really know enough about Sasuke at the time to be given the baton of producing the show. Not inviting high-profile competitors (ex-Finalists even), messing up the running order (e.g. 90-95, who were they?), forcing the All-Stars to retire even though one of them made the Third Stage in the tournament prior (though Yamada and Akiyama retiring made sense, no one should be forced/banned from competing) which just undermined everything they'd contributed to the show.
Not to mention the dumb quirks of the tournament like the box lady and that dinner event where everyone looked insanely bored and just like 'why am I even here'
