In keeping tradition of the Sasuke topic, which Kunoichi competitor could've kanzenseiha but bad luck prohibited it?
I think Tomomi Arimatsu of K8 if not for the technical error could've made it a perfect record of 3 finalists achieving kanzen instead of just 2.
Also, Ayano Oshima if not for the fall at the pipe slider in K11 could've at least tried her luck on the final.

Ayako Miyake in K7 with only a few seconds to go and on the last beam of the Burandou which by the time she fell in the water was clearly shaking too hard for her to get a solid stance. To date, her only Kunoichi failure.
Hikari Izumi was also a top contender from her final stage attempt in K9 to her pipe slider fail in K10.

I will go with those who not yet mentioned at this thread.
Asami Sayaka: Three consecutive failures at Tourenban! What the hell was wrong with her luck? Failing at exact same point three times. Literally Takeda Toshihiro of KUNOICHI.
Yusa Masami: I like her performance in first two competitions. Helped by the fact that she was the best Japanese woman on SASUKE course after Tanabe Chie, before Oshima Ayano, of course. And personally, she is the prettiest competitor.
Izumi Mika: Almost achieve Kanzenseiha on first try. Shame she didn't continue to compete after KUNOICHI 4, could have well match Miyake Ayako's achievement. She just wasn't the same when she return at KUNOICHI 9.

Well, in terms of luck..
I'd have to say Okabe Sakiko due to her rope tangling on the final in KUNOICHI 11.
In addition, Mizuno Yuko and Kazue Watanabe in KUNOICHI 2 I feel really had no fighting chance and were screwed over due to luck with the weather during the final stage.

I watched again Sakiko Okabe's final stage run in K11 and i agree, she got cheated when the safety rope got tangled. And who knows if we are gonna get another tournament post pandemic?

I watched again Sakiko Okabe's final stage run in K11 and i agree, she got cheated when the safety rope got tangled. And who knows if we are gonna get another tournament post pandemic? I think Western audience is very "debbie-downer" about KUNOICHI. Whenever there's not a tournament for a bit a lot of people usually automatically assume it's canceled. Looking at past patterns, KUNOICHI has taken 2+ year breaks back even before the reboot. Even if there's no tournament, I think it will be back eventually.

I think there was 2 year hiatus between K7 and K8 which would explain the changes but aside from the huge hiatus of between K8 and K9 and K11-future, I don't remember any other hiatus of 2 years or more. Could you elaborate for me?

That is the month KUNOICHI 9 aired.
