I would be tempted to say "any good competitor can as long as they build a replica", but seeing Kanno's CCH fails has changed all that for me But Kanno cleared it in 31, so practice can help.

They are indeed static, each section shares one bit of scaffolding to secure them (the last edge of the first, the entire small middle piece and the beginning edge of the last one). Whether they were revealed in the broadcast or Navi I'm not sure but I know Inui/Sasuke's Twitter pages did reveal the first gap between the first and second is 30 cm and the gap between the second and third is 60 cm. So your eyes/the angle aren't playing tricks on you, they have to reach basically two feet to reach the third one. 2 feet isn't as bad as I thought (obviously still diabolical), but better than what I thought was 3+ feet, Geoff's made much larger moves than that.
