As of SASUKE 31, there have been 392 Stage 1 clears. Therefore, if at least 8 people clear Stage 1 in SASUKE 32, this tournament will mark the 400th Stage 1 clear in SASUKE history. However, the course has been notorious for being more difficult in post-Kanzenseiha tournaments, so this landmark is not necessarily guaranteed.
What are your thoughts on the matter: will the 400th Stage 1 clear happen this time around, or will it wait until SASUKE 33 or beyond?

I would say I'm pretty confident we will see at least 8 clears. The first stage doesn't seem to have a substantial overhaul and there were many, many clears the past few competitions.
That being said though, we haven't seen the new trampoline obstacle. Those sometimes alone make or break the whole stage.

I only said the Cliffhanger to keep with tradition.

SASUKE 5 -- 3 clears (Shingo, Takeda, Yamada)
SASUKE 18 -- 6 clears (Takamasa Nagasaki, Takeda, Washimi, Nagano, Shunsuke Nagasaki, Kong)
SASUKE 25 -- 11 clears (Jun Sato*, Kong, Levi, Okuyama, Kouji, Brian, Takeda, Lee En-Chih, Kanno, Shingo, Yuuji)
SASUKE 28 -- 5 clears (Koki Someya, Asa, Ryo, Yuuji, Kanno)
Of those, these people are competing in 32:
Yuuji Nagano Takeda Shingo Ryo Kanno Asa Shunsuke Kong Sato
Now, some of those haven't cleared Stage 1 consistently (*and in Sato's case, if that's indeed him it's been 6 years since he's made an appearance) as of late. Not to mention other notable competitors (Hioki, Tomo, Shinya) and the foreigners list is the strongest its been in years (Drew, Brent, Kacy, Ragivaru, Perry, Jin, etc) I would predict a decent chance of it happening, or being very close to it (1 or 2 off). We'll see if the weather/course did its part, though. I wouldn't be surprised to see 10 clears. I'd be surprised to see less than 6. If there's no Final Stage attempt (I'm not expecting it but it's not impossible), I would prefer a nice amount of clears to fill out the broadcast.
