Trying a different take on the question. See if this works.

Honestly, I'm making a complete guess. If they hype Sasuke 28 to no end, they can get good ratings in the short term (28 and possibly 29), but it's uncertain if they'll have any lasting momentum.
Of course, I'd love to see a return to the long-lasting 20% viewership days, but it's most practical to focus on how 28 will do, and then go from there.

I'm optimistic. The All-Stars are a big draw elsewhere, to be fair, but over in Japan, the show is just struggling, and maybe a drastic change, or even a reboot, is what the show needs. It didn't need All-Stars for the first 14 tournaments, after all.

The extent of my cynicism probably says they'll have no different ratings than in recent memory, but I'll be optimistic and say they'll have a fair increase.
I'll HATE it if the ratings drop. Not because it meant their marketing failed, or they got placed in a proverbial death slot for the New Year's programming, or even if viewers in general find Sasuke useless now (whether they already do is a different topic). Many people here will directly correlate any ratings drop with the fact that the All-Stars are retiring, whether its true/logical to say so or not. That's what I'm not looking forward to.
That's also not a slight on those who'll feel that way, but while I love the All-Stars too, my love for the show in general is slightly larger, so I want to see it succeed whether the All-Stars are tethered to the show any more. I feel the same way with the other veterans/the current 2-time champion in Yuuji having to requalify.

I picked ratings will stay the same regardless. I don't see all these changes hurting the show, but I can't see it becoming uber popular just because there is some new editing, new obstacles and whatnot.

I feel like there will be higher ratings because how their attitude appears to be towards the show makes it seem like they will be promoting it a ton.

I think 28 will have high ratings because people want to know what this Sasuke Rising is. It depends on how good it is for Sasuke 29+ ratings. Lets hope its good and people will be interested for future tournaments. However with the all stars out, it may even out the rating and leave them in the same ~9 percent area.

TBS has been hyping the s**t out of it on their International Sales page on Facebook. Can't say for certain what that means domestically, but at the very least it seems like they're trying to do something with it.
