Bumping old threads, especially threads that haven't been active for years, is a warnable offense. Just because a mod hasn't warned you yet doesn't mean you won't come in one day with a nice red bar under your name.

Did he really get 99% in less than 24 hours (he literally signed up yesterday morning)? His last login was about an hour before a full 24 since he signed up, by then he probably got the ban notification.

His last login was about an hour before a full 24 since he signed up, by then he probably got the ban notification. It was just Striker 2.0... he deleted his old account but made a new one to do the exact same thing he was warned before. Seems because it was in a short amount of time the mods missed it was the same person twice...

Maybe I'm expecting too much, but how do you not realize just because you make a new account doesn't mean your IP address changes?

Can't a mod ban the IP address from posting, but allows lurking? Unnecessary babysitting for Mods. Honestly.. if people can't play nice then they don't belong here. Hopefully he got the message with his bar at 99.. if not.. he won't be here long anyway.

Can't a mod ban the IP address from posting, but allows lurking? Banning an IP address will cause the IP to be blocked from the board entirely, preventing all interaction (lurking, making a new account, etc). Looking at the ban logs, it seems that banning the username, IP address, and email address used on the account is our standard.

I said no because if new people join the thread and see a high warning level, they might think that user is a criminal. Even though I got 82% warning level, I didn't cause a major infraction.

You've posted in multiple dead threads, that's a major infraction. The topic may be interesting, but if no replies have been posted in months, it's best to leave it alone, unless it's a thread that warrants it.
For example: say you're in the training board and you have a thread about your progress on building an obstacle but you haven't given any in a couple weeks -- you posting in that thread to update said progress is OK. A one off post about your opinion on a topic that hasn't had relevant discussion? Not so much.
In other words you violated one of the rules of the entire forum:
That's considered a major infraction. And yes, these rules are visible; they're the first stickied topic to EVERY BOARD WE HAVE located throughout the entire forum, listed as an announcement.

TCM is correct. You already received your 82% warning for bumping a 3 (almost 4) year old thread out of the grave, and now you're looking at another 20%, that's going to bump you up to 102%, which warrants either a ban or a suspension.
