From what I understand it takes approximately 2 weeks (sometimes less if they are in a rush and they employ overtimers) to get Sasuke up and running. There are blue prints.. there has to be.. and I've seen a schematic of it .. I cannot imagine building something that complex without one... especially since they test out new obstacles on site with testers for the first time around 2-3 days before the competition (some made it into the broadcast of Navi for 23 where they showed some obstacles not used in the final stage 1). Some of the new obstacles are only drawn on paper and they have to test them to see if they are viable. Expensive.. oh yeah.. it's well over a hundred grand USA money.. in fact Nagano has gone on record saying that it pitied him not to be in the final more often since he feels it's a waste of money for them to build it and someone not get to it (that was from an interview after Sasuke 21 I believe). They do store the obstacles in pieces and sometimes build stuff onsite as needed. It's a long process.
