Still early to tell what's going to happen since we don't know what TBS was aiming for (in terms of measure of success).

I'm honestly not trying to sound rude when I say this, but wouldn't TBS want to aim only for the best? (I.e. win the timeslot?) I just hope it was worth their while so we can see more-- and hopefully better-- Kunoichis in the future.

Could be something simple like getting feedback from people as to whether or not they should keep the changes and move on from there. Who knows honestly. We wont' actually find out for a while if they do indeed intent on keeping this to once a year.

I wouldn't categorize this as a win or as a loss. Below past numbers, definitely. KUNOICHI has always had lower ratings than SASUKE. I doubt TBS expected something great out of it.
Looking at the ratings for the past few months, KUNOICHI did slightly above average for a normal sports event like a baseball game. Compared to other sports specials, it comes in on the lower end of the scale.
If we look at what TBS has done during the same time slot during that period, KUNOICHI is right there with their other programming.
And comparing anything to an NHK show (especially the news) is very apples and oranges since the target audience is probably quite different. Even SASUKE didn't win it's slot versus the NHK news programs.
The only show of any consequence in this case is the variety show aired by NTV at roughly the same time. But since SASUKE used to get beat up by variety shows while airing on Wednesdays that's nothing new.
And if people are just going to look at the number without looking at what's around it, then KUNOICHI had a better rating than Dragonball (whatever iteration it's in now), NARUTO, Detective Conan etc. We should cancel those too then.

Sometimes the goal isn't ratings, but to provide counter-programming. There are some programs that will always get ratings (e.g. The Super Bowl), so a scheduler's job isn't to get everyone's attention, but more the attention of viewers who not want to watch the other show.
