According to lee en chi's blog he doesnt want to return. Yeah it is a shame.

He really should come back. After all, he's had a very impressive record on Sasuke, including multiple stage 3 appearances as well as being only 1 of 2 competitors to pass stage 1 in Sasuke 19. Imagine what he could do if he returns---he'd probably begin where he left off

I think he wanted to retire, he said enough was enough, ive proven multiple times i can do this kinda stuff. I think he returned for 19 just to prove he could still do it.
